A seminar on “North Korea’s Asymmetrical Threats and Our Counter Actions” took place on June 2, 2017 from 12:25 P.M. to 1:45 P.M. in the Asiatic Research Institute of Korea University (KU). Former Chairman of the Joint Chief of Staff (CJCS) Shin Won Sik voiced his views on the asymmetrical threats of North Korea by explaining the concept of asymmetrical threats and how it could be countered by the South Korean military.

Asymmetrical threat is a method of aggression that is designed to ambush and force the opponent to rely on its weaknesses rather than its strengths. Shin categorized eight kinds of asymmetrical threats: nuclear weapons, ballistic missiles, chemical weapons, biological weapons, long-range artillery, special warfare units, submarines, and drones. Shin particularly emphasized the threat of nuclear weapons and ballistic missiles, stating that they are the key components of North Korea’s unification scheme under communism. When questioned whether such unification is possible in the current era, Shin said, “Fatality and possibility are often at odds. When considering counters, attacks with higher fatality should be prioritized over those with higher probability.”

Shin continued to elaborate by stating that North Korea is a nation that is backed into a corner in the international politics. Shin firmly believes that the adequate countermeasures to North Korean attacks are already in place, such as the Kill Chain to cut off vital North Korean combat communication systems and the THAAD defense system to intercept incoming missiles. However, he strongly advised constant vigilance against North Korea’s future provocations despite these precautionary measures.
