KoreaUniversity-Graduate School of Information Security is proud toannounce a guestlecture by Professor Dr. Michael Reiterer, Ambassador of the EuropeanUnion to theRepublic of Korea. This is a special lecture for the graduatecourse ¡®advancedcyber law¡¯ (Prof Gertjan Boulet).
Abstract
Foreignpolicy is always a funtion of domestic policies. Therefore, ascyber presents anew challenge not only to society, the way we operate and planahead(4thIndustrial Revolution), it has also entered over the last twodecadesinternational relations. "Twiplomacy" is somehow a reflectionof thistrend.
With theLiberal International Order under besiege, the EU¡¯s leadershipin promoting ¡®anopen, free, stable and secure cyberspace¡¯ is now more criticalthan everbefore. This is hardly surprising given that manystatesincreasingly see cyberspace as an environment in which they can pursuetheirstrategic objectives free of the constraints posed by physicalborders.
The EU¡¯srecognition of the need for a common and comprehensive responsesignals thatthe Union intends to make a better use of existing diplomatic toolsin defenseof its interests and values. As the EU pursues a rules and law basedforeignpolicy, the question of the applicability of international law to thecyberdomain is important. The discussion about states¡¯ sovereignty incyberspace isintensifying while progress towards a stability regime for thedigital domain –based on norms, international law, and confidence buildingmeasures – remainsslow. Cyber-crimes also challenge international criminal lawand thecooperation of states.
Followingthe Council Conclusions on Cyber Diplomacy adopted in February2015, thedecision by the EU Ministers of Foreign Affairs to endorse thedevelopment of aframework for a joint EU diplomatic response to malicious cyberactivities –the so-called Cyber Diplomacy Toolbox (CDT) – demonstrates that theEU hastaken up the challenge.
